Their costs, supply, and relevant policies all have a crucial impact on the operation, competitive landscape, profit situation, and transformation and development of enterprises. Ensuring the supply of raw materials is an important task for the industry to cope with the current pressure. To deeply analyze the industry situation, systematically summarize the previous work, accurately grasp the new challenges and opportunities faced by the cotton textile raw material market and the operation of the industrial chain, jointly discuss countermeasures, and effectively ensure the security, stability and resilience improvement of China's cotton textile industrial chain and supply chain, on August 14th, the 2025 China Cotton Textile Association Raw Material Industrial Chain Branch Conference was held in Qingdao. This meeting aims to build consensus and overcome difficulties together. Two agendas have been set. The first one is that the president of the Raw Materials Industry Chain Branch will deliver the 2025 work report of the branch, systematically reporting the main achievements and progress of the past year. Second, members of the raw materials Industry Chain Branch and enterprise representatives conducted in-depth discussions and exchanges on core topics such as the current market situation, the evolution of supply and demand patterns, and future industry development trends. The meeting was presided over by Xu Xiaoyuan, the deputy secretary-general of the China Cotton Textile Association and the secretary-general of the Raw Materials Industry Chain Branch. At the meeting, Jing Shenquan, vice president of the China Cotton Textile Association, delivered a welcoming speech. He said that since the beginning of this year, due to the combined impact of weak demand and the complex and volatile international foreign trade environment, competition in both domestic and international markets has continued to intensify, and the textile industry as a whole has been under significant pressure. Especially for the vast number of cotton textile enterprises, the operating pressure has generally increased. Some small and medium-sized enterprises and even some large enterprises with a long history are all facing severe challenges. Against this backdrop, as a platform for the cotton textile industry to enhance raw material security and market information communication and exchange, the raw material industry Chain Branch has played an increasingly prominent role. We look forward to everyone speaking freely based on their own practices and professional perspectives, contributing insightful views, providing valuable decision-making references for the industry to address current challenges and clarify future directions, and laying a solid foundation for the branch's next stage of work. Wei Gangmin, vice president of the China Cotton Textile Association, president of the Raw Materials Industry Chain Branch, and chairman of Henan Tongzhou Cotton Industry Co., LTD., delivered the "2025 Work Report of the Raw Materials Industry Chain Branch of the China Cotton Textile Association", summarizing the main work contents of the Raw Materials Industry Chain Branch and proposing the later work plan. In the first half of the year, in the face of a severe situation, the Raw Materials Industry Chain Branch, with the support of relevant industry leaders and all the committee members of the branch, repeatedly put forward policy regulation suggestions to the relevant national departments in terms of raw material guarantee, market operation and industry development. At the same time, we should strengthen industry investigation and research, organize various forms of exchange activities, enhance communication and cooperation between upstream and downstream of the industrial chain, and promote the stable and healthy development of China's cotton textile industrial chain. Next, the Raw Materials Industry Chain Branch will continue to follow the unified guidance of the China Cotton Textile Association, strive to complete all the tasks assigned by the superior administrative department, and actively provide industry consultation and services for cotton textile enterprises. Do a good job in publicity and guidance, give full play to the guiding role of industrial policies, promote the reform of the cotton system, the reform of import quotas, the reform of target prices and the rotation of reserve cotton, pay attention to issues such as the security of the cotton industry, and promote the high-quality development of the industry. Safeguard the interests of the industry, reflect the demands of the industry to relevant state departments, take the work of the raw material industry chain branch as the starting point, carry out resource connection, serve the raw material guarantee of enterprises, and ensure the cotton demand of enterprises. Strengthen industry research and visits, gain a thorough understanding of the current situation and trends of the cotton textile industry chain and supply chain, and assist enterprises in perceiving market conditions and rationally arranging production and operation plans. Taking the raw material industry chain branch as a platform, various forms of exchange activities are organized to enhance communication and cooperation between upstream and downstream enterprises in the industry chain, expand service areas, and facilitate the coordinated development of enterprises in the upstream and downstream of the industry chain. In his concluding remarks, Dong Kuiyong, the president of the China Cotton Textile Association, stated that there are many uncertainties in the future. To this end, he put forward two suggestions. The first is to join hands and build an ecosystem, emphasizing the collaborative cooperation and complementary coexistence of the upstream and downstream of the industrial chain to jointly resist risks. Second, we should fully tap the potential of cotton, promote the development of cotton products towards higher quality and high-end, and carry out differentiated innovation. He said that the difficulties and problems encountered in the production and operation process mentioned by everyone at the meeting, as well as the valuable suggestions put forward, especially the demands for policies such as quotas, will be uniformly sorted out by the secretariat of the branch and submitted to the relevant national departments. China's textile industry has the world's largest and most complete industrial system, and it is an important supporting force for maintaining the stable operation of the global textile, garment and industrial textile supply. From the production of textile raw materials to spinning, weaving, printing and dyeing, garment and other textile processing, a complete upstream and downstream industrial chain connection and supporting production have been formed.
